Ok, I'm gonna float a crazy idea here that might only work in a world where TPTB actually gave a shit about doing the right thing, regardless of profit. We have a country where there is a drought every year in the west, which results in wildfires, and we have a midwest that seems to flood every year after the winter thaw and heavy spring rain. Why not do a public works program where the federal government builds a system of pumps and pipelines to channel off water from the flood basin to the drought prone region? If they can build oil pipelines that span much of the country, they can surely do the same with water. Of course I'm not saying the water transfer could save the forests, but agriculture in both regions would benefit from irrigation and non flooding.
