Now correct me if I have misinterpreted this transcript, but this is what I got from it:

Mr. Sullivan wished to place a temporary restraining order on the President of the United States against making war without a declaration by Congress. This particular case was in response to the War in Iraq.

In his statements, Mr. Sullivan made a valid point; should a president come into power of the United States of America acting on a rogue agenda for world power, the current provisions for him to make war without declaration would involve the United States in a war for one person. However, it is made quite clear in the transcript that there is a separation of power between the judicial, executive and legislative branches, and with the judicial branch having the least power over the system, it would be powerless in such a situation. This would mean that even if the majority of Americans didn't want to go into war, there would be no avenue in which to prevent it, as this case proves.

Even if Congress will not declare war, the president still has the power to make war.

While I may be a Canadian, I would like to point out that this essentially proves the point that America is under the control of a dictatorship or autocracy, wherein one person or party has the ability to act without the consent of the people. The provision allowing your president to make war completely negates the very principles of the democracy that the American Administration is pushing on the rest of the world; where demo means people, and cracy means power. With war being the biggest most dangerous undertaking of any world power - in that regardless of the conflict, the future of any nation and the world will be shaped by that conflict - is is completely out of the hands of the people of the world's largest peoplepower. The reason being Canadian has so much importance with this American issue is because we are brothers and neighbours. And as your brother and neighbour, it is important that I take a part in preventing the great Countries of Canada and the US from becoming absolute dictatorships. Until now, the dictatorship of both our governments has been well hidden and un-used, until 9/11.

Revolution is at hand my friends.
