Salvadore Dali completed the above work in pointillism style in 1963, the same year Warhol joined shooters on the Grassy Knoll, in Dallas Texas, at the assassination of President John Kennedy!

Pointillism per se, was pioneered by French impressionist Georges Seurat about a hundred and thirty yrs ago!
Saying it looks like a young Keith Richards is just peoples way of making a parody of the whole crop circle phenomenon so as to say that they most definitely are not being made by an intelligence outside of Earth.
It actually looks like nobody specific, yet could look like anybody...so I'm calling on the OP title.
