Yeah, plus a slow shutter speed. But I think the guy is running into the frame.

This photo could very well be real because if you take notice at the figure or object moving. it shows transparency so if something was to try to fake it by quickly running into frame you would not see the behind grass and there would be a blur streak leading from the object.......

not sure. certainly creatable within about 20 minutes of photoshop, a little odd the blur doesn't trail off camera if it was someone walking in/out of the frame though. I would expect the top to be less bright compared to the bottom, and in general for the whole thing to be brighter if it was a solid object...
