When I first found Fulford my initial reaction was that he may be spinning a yarn. He did work for Forbes magazine and he has interviewed David Rockefeller. He does speak Japanese and I believe he is currently working/living there. I'd suggest you check out some of his interviews and videos on Youtube and make your own decision about whether he is telling the truth. The story is pretty involved as it is presented by him so it either has some truth, in my book, or he is a great storyteller. I've been following the site you referred to and it also is quite involved and claims to have information that would be difficult to come by. I suggest sitting tight to see where these things go.
