That's all... It's the same thing we've seen in history over and over. Panama Canal, Suez Canal, it's always about power over money. The US is going broke, OPEC nations don't like the dollar, China is manufacturing everything... How do you get a piece of the pie? And, if you are going to form a one-world government, you're going to need control and you are going to need money... TAXES on shipping.
Look, no one can afford to keep paying pirates for forever. Everyone's sick of it. The only way to stop is to crack down on it. This has been going on a lot longer than most of us are aware of. We have seen that "polite" naval action doesn't do any good and it doesn't matter what countries have been involved. But no one wants to be responsible if there is a major screw-up- that's why so many countries are pitching in. The thing is, they are pawns of a greater agenda to create chaos... And when shipping has come to a stand still, economies are collapsing even more and both sides are being run by "Islamic terrorists", guess who is going to go in there and save the day... and keep the taxes for themselves?

and i guess your right to a certain extant but you have to add the fact that the tensions between Israel and Iran and between China and the U.S. and their allies' not to mention Korea, pose a huge Logistical challenge. It seem to likely to fail.

Why? Just bomb the Chinese embassy somewhere. They'll come on board!

http://edition.cnn.com/2009/WORLD/afric ... index.html(Feb 23, 2009)
(CNN) -- Islamist fighters in Somalia have made significant gains in the country, according to the latest statement purportedly from al Qaeda's second-in-command, Ayman al-Zawahiri.
Al-Qaeda number two Ayman al-Zawahiri
Ayman al-Zawahiri, pictured here in 2006, also spoke about Yemen, Gaza, Afghanistan and Pakistan.
The 25-minute audio recording, titled "From Kabul to Mogadishu," focuses primarily on the "important developments" in Somalia, which al-Zawahiri called "a step on the path of victory of Islam."
CNN cannot authenticate the message, which was released on Sunday and was interspersed with television news reports and statements from various al Qaeda-linked commanders. CNN analysts who listened to the recording say the voice is consistent with his intonation and accent.
This is the third message from al-Zawahiri espousing the views of the al Qaeda terror network in 2009; the other two focused on Israel's recent military operation against Hamas leaders in Gaza.
In addition to Somalia, al-Zawahiri also addresses the situations in Yemen, Gaza, and Afghanistan and Pakistan.
Al-Zawahiri praised Al-Shabaab fighters in Somalia who recently seized control of Baidoa, where the U.N.-backed transitional government had been based. He warned the newly installed government, under President Sheikh Sharif Sheikh Ahmed, not to squander those gains by submitting "to American demands" and not abiding by sharia, or Islamic law.
"I call on my Muslim brothers in beloved Somalia ... to not be deceived by those who agree to the secularist constitutions which vie with the sharia in its right to rule," he said.

* Al Qaeda message blames Obama, Egypt for Gaza violence
Al-Zawahiri also addressed the "awakening" in Yemen, where many suspected al Qaeda militants wanted in neighboring Saudi Arabia are believed to have fled. That group includes several former detainees of the U.S. military detention facility in Guantanamo Bay, Cuba.
The al Qaeda leader accused Yemeni President Ali Abdullah Salih and his government of being "servants and slaves" to the United States by allowing Yemen to be used as "a supply center ... against Muslim countries."
"How can you agree to let the ruling authority in Yemen be the CIA?" al-Zawahiri asked the people of Yemen.
Al-Zawahiri spent the last eight minutes addressing the situation in Afghanistan, Pakistan and Gaza.
His focus on Somalia and Yemen -- which accounted for more than 17 minutes of the 25-minute address -- is a departure from the topics of his previous messages. CNN terrorism analyst Peter Bergen suggested that is a reflection of al Qaeda's recent losses as a result of U.S. missile strikes along the Afghanistan-Pakistan border.
"There were three in 2007 and 34 in 2008 by my count," Bergen said. "These strikes are causing al Qaeda leaders to consider their options."
Al Qaeda has considered relocating its base to Somalia or Yemen, according to a former U.S. official who is familiar with the intelligence.
Other analysts have suggested that it would be difficult for al Qaeda to gain a stronghold in Somalia because its radical agenda is unpopular in the moderate Islamic country.
John Prendergast, who studies the Horn of Africa for the Center for American Progress think tank, said he expects Al-Shabaab's overseas ties to dry up after the recent withdrawal of Ethiopian forces, which was its only basis of support in Somalia. J. Anthony Holmes, director of the Africa program for the Council on Foreign Relations, said it is unlikely Somalia will emerge as "a breeding ground for terrorism" because of its clan-based society.
But Bergen noted that both Somalia and Yemen lack a strong central government and "therefore (are) attractive locations for al Qaeda."
"Al Qaeda also has had an on-and-off presence in Somalia since 1992 and even earlier in Yemen," he said. "As we have seen also, Yemen's weak government and permissive attitude to jihadists have made it an increasingly attractive venue for Saudi members of al Qaeda."
Bergen said that is most likely why al-Zawahiri chose to focus more than half of his latest message on Yemen and Somalia.

Sana'a & Riyadh: A Yemeni combat aircraft crashed and Saudi forces have regained an area seized by Al Houthi rebels in continued fighting on the Saudi-Yemen border, officials said on Sunday.
The Yemeni military said the crash was due to a snag and the pilot survived after ejecting from the plane. But Al Houthi rebels told reporters that they had shot down the aircraft, the third one since the war began on August 10.
Nearly three months after Yemen launched a blistering offensive against the rebels, President Ali Abdullah Saleh says the real war in the north has yet to begin.
Saleh vowed to crush the Zaidi rebellion when Yemen launched Operation Scorched Earth on August 11, and on Saturday he again pledged to keep the military campaign going. "The real combat only started three days ago," Saleh said.
Three soldiers killed
Saudi Arabia continued its bombing campaign inside Yemen and announced that its armed forces had regained total control of all its territories on the border.
Officials also said three soldiers had died and four are missing. There were reports that Al Qaida terrorists may have infiltrated into the Kingdom together with the rebels.
Prince Khalid Bin Sultan, Deputy Minister of Defence and Aviation, who visited the troops, said the situation was under control. "Our troops are in complete control of the Mount Dukhan region and have purged the mountains of Yemeni guerrillas."
Two UAE relief planes arrived at Hodeidah Airport in Yemen on Sunday as part of the Red Crescent Authority's air bridge to support the people affected by the clashes in northern Yemen, WAM reported.
The gesture follows the directives of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan. The relief planes carried food supplies, tents, blankets as well as medicines, garments and a generator.

I found this article on the website from the 18the of March:
Early on the evening of Wednesday 17 March, the Italian Naval Ship SCIROCCO (attached to NATO coalition anti piracy forces) who had been monitoring a hijacked dhow, witnessed pirates leaving the hijacked Iranian dhow SAAD 1 in small boats, known as skiffs. The ships proactive stance had forced the dhow near to the coast.
On the morning of 18 March, the SCIROCCO saw the dhow’s crew asking for assistance and a boarding team was sent to provide assistance. The 19 crew were found to be in good health, and they were provided with water, food and fuel. Some small repairs were also carried out to their VHF radio.
EU NAVFOR understands that the dhow was hijacked about five months ago, and that the pirates had abandoned it as a result of pressure from international naval forces over the last few days. Dhows such as this are often used as “mother ships” to carry their skiffs some distance from the shore and also provide logistical support to Pirate Attack Groups.
The recent introduction of a more aggressive anti piracy policy has reaped rewards with 15 Pirate Action Groups being disrupted in the last 3 weeks between EU NAVFOR and NATO Forces. Pirate boats have been destroyed and weapons have been seized. Rear Admiral Hudson, the Operational Commander of the EU Naval Force – Operation Atalanta stated recently that the naval forces will do their utmost to “get up close to the pirates before they have the opportunity to attack ships”.
EU NAVFOR Somalia – Operation ATALANTA’s main tasks are to escort merchant vessels carrying humanitarian aid of the ‘World Food Program’ (WFP) and vessels of AMISOM, and to protect vulnerable ships in the Gulf of Aden and Indian Ocean and to deter and disrupt piracy. EU NAVFOR also monitors fishing activity off the coast of Somalia. http://www.eunavfor.eu/2010/03/iranian- ... y-pirates/
And the day before a Dutch naval ship encountered some trouble with "pirates" in the area and several shots were fired:
Early this morning, 17 March, two small skiffs made a fast approach on the EU NAVFOR Dutch HNLMS TROMP with, what appeared, to be a pirate attack.
The TROMP fired warning shots as they approached and it was this action that alerted the “would be” pirates to the fact that they were trying to attack a well armed Naval warship.
The warship, HNLMS TROMP of the Royal Netherlands Navy, was patrolling the region as part of the ongoing EU counter-piracy mission, when it was approached at high speed by two small vessels, known as skiffs, shortly after 0630 GMT. Warning shots were fired by the naval vessel, which also deployed its helicopter to intercept the suspects who attempted to flee. An EU NAVFOR Maritime Patrol Aircraft (MPA) from Sweden was also on the scene, tracking a third boat, the suspected pirates’ mother ship, and monitoring the safety of any merchant shipping in the area.
A search of the skiffs by the EU NAVFOR ship uncovered ammunition and some rocket propelled grenades were also found. Ten suspects were held on board the warship before being released to one of their boats. Having completed the search, the warship destroyed the other two skiffs and reported the incident to the Seychelles Coast Guard, with whom the EU NAVFOR works closely. This is the 11th Pirate Attack Group that EU NAVFOR has been involved in disrupting in the last 2 weeks.
