I believe it represents the seven resurrections of the holy roman empire from Daniel's time on. That's why the angel said it wasn't for HIM to know what the dreams mean. It was in the end days that this dream would reveal itself.
It's talking about the final king of the church backed European superpower.

South of the EU is the middle east. Iran is the king of the south. Iran is going to piss off the EU, particularly Germany.
