If it came from the web, it MAY be an INDEX (or B/W) image instead of RGB like you need it. You cant usually edit INdex images, because the color pallete is limited..

Find the place to change IMage Mode to RGB

Came from Nasa, original grey scale preservation intact...Would not have been able to do it without your help..... making some more images right now, going to convert some more now.

@Corn will be very busy now, converting Nasa images.
