Nice Idea, and let's face it, war should be obsolete in any normal reality; But how would it be enforced? By going to war (after sanctions don't work) with countries that don't comply? Defeats the object I think. And who would enforce it.
Make it a fairer, more compassionate and tolerant world and I'd imagine it would go a long way to doing the job. Idealistic I know - one can hope.

It could be enforced in one of two ways. Countries that sign up to the pact stop doing business with the country that is gearing up for war. No trade, no money transfers, no intel sharing.
The other way is the creation of elite and international, highly technological, highly covert assassination teams. The moment a country's politicians attempt to instigate war on another sovereign country, those politicians are immediately killed, and all their assets stripped and given to charities.
Not very many would be calling for war.

With our current mindset, there will always be some fucker calling for war, generally because of the distribution of wealth, health and resources or, more or less so, religion.
Sorry Spikey, we/they already have and use both of those, but they are also used to suit the agendas of, let's say, less than sincere gubmints. Sanctions generally hurt the everyday people under the rule (yes rule, because that's what governments do) of the targeted government, causing resentment and enemies in the process.
Assassins are used in covert operations already, but often to instigate or facilitate coups or regime changes that suit the ideals of the ones instructing the assassins. You could argue that any group/country with the moral high ground in demanding a war free world would only use diplomacy and never assassins, because state sponsored murder is in itself an act of war.
Anyway, it may be the collective hard feelings of an entire populace that is gearing up for war. How many assassins were you thinking of?
