I try to imagine them letting many of the more seasoned hybrids do most of the ground work. since I don't think they intend to abduct seven billion people before they're program on earth is complete, its only logical that the "hybrids will take in new hybrids from off-world. the more experienced hybrids will help the newer ones integrate, so the greys can just do drop off and pick-up when required.
