Great find!
I work with follow spots for all the big bands, and the arc created by the beam does behave abnormally. The approx distance and intensity it would have to be a large professional spotlight, however looking at the beams intensity over that distance, (ie inverse sine laws), the beam is adjusted in an unconventional manner, as well as the throw of light onto an object. To me, I would love to see the raw footage, and analyse this further...now woudn't we all...lol

Either an outdoor festival with lasers / lightshows or something completely different.
In the latter case the source would be most interesting. It surely isnt a natural phenomenon imo.
