Tourist footage recently found and released by the British Columbia Civil Liberties Association of the police shooting of 39 year old animator Paul Boyd on Granville Street on August 13, 2007. Constable Chipperfield is a member of the Vancouver Police Department who was determined to have committed justifiable and lawful homicide of this individual via his actions that night.
This video has been stabilized and enhanced, with the original raw sound and video shown, for comparison purpose.
The Vancouver Police Department has been rocked with much scandal over the last few decades: police brutality, corruption, drug dealing and various other discipline issues have tainted this large metropolitan police force.
VPD Const. Lee Chipperfield was previously found to not have used excessive force in this Granville Street shooting of Boyd — a person with bi-polar issues.
This recently released video calls into question again this police force and the integrity of the police review process.
Does this police member deserve to be criminally charged? Only time, and the willingness of political power and the outrage of the general public will determine what will inevitably happen.
I have enhanced and produced this video to create a dialogue on this unusual development.
