EU announces new €2.3 billion agreements package at the Ukraine Recovery Conference 2025

SUMMARY

Ursula von der Leyen, President of the European Commission, announced a new €2.3 billion support package for Ukraine's recovery. This includes €1.8 billion in loan guarantees and €580 million in grants, aiming to mobilize up to €10 billion in investments.

A new European Flagship Fund for Reconstruction, backed by multiple EU nations, will initially have €220 million and aims for €500 million by 2026. The package will support various sectors, including small businesses, infrastructure, and energy security.

Additionally, the EU is disbursing €3.05 billion under the Ukraine Facility and €1 billion from its Macro-Financial Assistance package. The support reinforces Ukraine’s capacity for governance and cultural development while promoting its EU integration.
