Trump unveils US plan to end Gaza conflict to Arab and Muslim leaders

SUMMARY

On Tuesday, September 23, 2025, President Donald Trump, alongside envoy Steve Witkoff, presented a U.S. plan to halt the Gaza war during a meeting with Arab and Muslim leaders. The proposal, the first of its kind since Trump’s January 2025 inauguration, seeks to end the conflict urgently, as Trump noted Israel’s growing global isolation with each passing day.

The plan outlines key steps: releasing all hostages, establishing a permanent ceasefire, and a phased Israeli withdrawal from Gaza. It proposes a post-war governance structure excluding Hamas, potentially involving the Palestinian Authority, with a security force including Arab and Muslim troops and Arab funding for Gaza’s reconstruction. Elements draw from a “day after” plan by Jared Kushner and Tony Blair.Arab leaders conditioned their support on no Israeli annexation or occupation of Gaza or the West Bank, no new settlements, preserving Al-Aqsa Mosque’s status quo, and immediate humanitarian aid increases. Trump assured no West Bank annexation. A senior Arab official stated, “For the first time, we felt that there was a serious plan on the table.”A follow-up meeting with U.S. Secretary of State Rubio and Arab ministers occurred Wednesday to refine the plan. Trump will discuss it with Israeli Prime Minister Netanyahu on Monday.
