Congo, M23 sign framework agreement for peace deal in Qatar
SUMMARY
The Democratic Republic of Congo and the M23 rebel group signed a peace framework agreement in Qatar to end violence in eastern Congo. The signing ceremony was held in Doha with representatives from both sides present.
M23, allegedly backed by Rwanda, captured Goma in January and extended its control in North Kivu and South Kivu, leading to thousands of deaths and mass displacement.
Qatar initiated talks in April, focusing on preconditions and confidence-building, though critical issues are still unresolved. Past agreements include a declaration of principles in July and a ceasefire monitoring deal in October.
