Telegram begins legal process to open office in Russia

Telegram has initiated the legal process to open a representative office in Russia, as reported by media sources. This decision comes nearly four years after Russia required foreign tech companies to establish a physical presence locally.

Previously, Telegram, founded by Pavel Durov, had not fully complied with these regulations. The application for registration is currently listed as “under approval” by Roskomnadzor, although it remains unclear when it was submitted. Analysts suggest this timing may relate to a new law mandating all sold devices in Russia to include a state-backed messenger app.

Telegram has not publicly commented on the registration move.
