Judge blocks US ?Postal Service from implementing part of Trump's mail-in voting executive order

A federal judge on Tuesday blocked the U.S. Postal Service from carrying out part of President Donald Trump's executive order tightening rules for mail-in voting, months before November elections that will determine control of Congress.

U.S. District Judge Indira Talwani in Boston expanded on an order she issued in June, which had barred the administration from applying the policy in 23 mostly Democratic-led states. Voting rights groups had pressed her to extend the block nationwide.

At issue is a proposed rule requiring states to hand over voter lists and adopt new balloting procedures before USPS would deliver ballots. States that refused would have seen the agency decline to carry their ballots altogether. The plaintiffs argued USPS had no legal basis for such a refusal.
