SUMMARY

The European Commission on Friday proposed releasing the remaining €45 billion of its €90 billion loan to Ukraine, to be paid out by 2027's end.

Of that amount, €31.7 billion would finance Ukraine’s defense industry, and €13.3 billion would go to budget support. The first €45 billion was set for 2026.

Ursula von der Leyen said the proposal gives Ukraine “much-needed predictability” and helps keep essential public services running. The Commission also signed off on Kyiv’s financing strategy.

EU member states must still approve the release. Ukraine faces a €70 billion financing gap next year on top of the loan.
