A Safeguard Defenders report says China’s overseas police network expanded after 2022 exposures, operating through 1,247 Chinese Communist Party liaison points in at least 91 countries, including Toronto, Vancouver, Montreal and Ottawa. Chinese police, prosecutors and courts are plugged into community associations abroad.

The network uses hometown societies and chambers of commerce to collect information, recruit informants, settle disputes and pressure dissidents to return to China. Jamestown Foundation mapping found especially dense networks in Canada and the U.S.

“The police logos were removed, but the functions of control stayed and their reach expanded,” the report states.
