Pentagon looks to build a deep-cover spy program to confront China

SUMMARY

The Pentagon plans a covert spying unit aimed at economic targets such as China.

Agents will pose as businesspeople or other private-sector workers with no visible U.S. ties.

The effort centers on nonofficial cover officers (NOCs). It is led by Tom Rakusan, a 39-year CIA veteran who now advises Deputy Defense Secretary Steve Feinberg. Several people familiar with the plan confirmed the program.
