SUMMARY

Roger Piñate, the Venezuelan-American founder of Smartmatic, was indicted for his involvement in a bribery and money-laundering scheme to secure elections contracts in the Philippines. Along with Jorge Miguel Vasquez and others, he allegedly paid $1 million in bribes to Juan Andres Donato Bautista, former chairman of the Philippines’ Commission on Elections. This was intended to ensure business for the 2016 elections.

Prosecutors stated that the scheme involved over-invoicing voting machines and using coded language for illicit payments. Funds were laundered through various international accounts.
