Full text of the Mecca defence pact signed by Turkey, Saudi Arabia and Pakistan

SUMMARY

Turkey submitted the Mecca Defence Pact to parliament after it was signed by Turkey, Saudi Arabia and Pakistan in August.

The pact creates a mutual defence alliance akin to NATO’s Article 5. It does not name specific enemies but requires support if a party’s independence, sovereignty or borders are attacked.

It mandates intelligence sharing, logistics, defence-industry cooperation, joint training and equipment supply. The pact has 16 articles, no expiry, and bars withdrawal for the first 10 years.
